NEW DELHI: An ailing economy and an emerging destination for medical tourism, India has just made it easier for its bureaucrats and their immediate family members to fly abroad for treatment at the governments expense.

The Centre has decided to reimburse the total cost of treatment abroad as well as fund the return airfare for IAS, IPS and IFS officers, changing the 30-year-old rules at a time the government is facing flak for the countrys worrisome fiscal health just months ahead of the general elections.

In a vigorous modification to the 1983 rules that some critics have derided as something of a killer overdose in an economy that needs urgent belt-tightening, the Department of Personnel and Training (DoPT) has informed the chief secretaries of all states on September 2 through a letter, a copy of which has been accessed by ET, that the government will bear the actual cost of treatment abroad for two months.

The previous rules did not include airfare, and the government reimbursed the medical expenditure only to the extent the same treatment would cost in a private ward at the All India Institute of Medical Sciences (AIIMS) in New Delhi.

As per the revised rules, the government will reimburse airfare not only for the bureaucrat but also one accompanying attendant subject to a decision by a committee of bureaucrats to be set up at the state and central levels.

The entitlement for the airfare as well as the medical treatment will now be the same as that of an IFS officer of the corresponding grade stationed abroad.

Given the high entitlement of an IFS officer overseas, every bureaucrat can easily claim the actual medical expenses abroad. Government officers were facing a lot of financial hardship due to the earlier rules, said a DoPT official, who did not wish to be named, describing the modifications as progressive while admitting that the new rules might end up burning a hole in the governments pocket given the high cost of medical treatment abroad.

PMO RTI on clubs on government land (Breach Candy Mumbai)

Briefly, this is the issue:- Breach Candy Swimming Bath Trust, Breach Candy, Mumbai, stands on land owned by the Government of India. 

In order to understand the various points it is necessary to look at the history of this institution and how it came to be set up.  It seems that a trust deed was executed on 3-2-1876, between the Secretary of State for India in Council and the Municipal Corporation of the City of Bombay, by which deed the Municipality was given a plot of land on the foreshore at Breach Candy in Bombay and the object of the trust was the construction and maintenance of a salt water swimming bath for the use and benefit of European public of Bombay. The Municipality carried on this trust for some time and a salt water swimming bath was erected.

In other words, the submission here is that the Breach Candy Swimming Bath Trust is a Public Authority by virtue of it having being substantially financed as defined by the RTI Act of India by virtue of land being given free, as well as being on land which belongs to the Government of India.

It is also submitted that all business of Secretary of State for India was transferred to the Indian Government on 14/15 August 1947.

I may therefore kindly be provided the information sought under the RTI Act of India.

b) Please provide me with full and precise information on terms and conditions of lease with the Bombay Municipal Corporation, if any, or any other body, from inception to-date.

Please refer to PIB eRelease No. 70554 dtd 04march11 titled -Montek Clarfies on Application of RTI Act on PPP Projects. In this press release quoted below:-

 (Some observations made by Deputy Chairman, Planning Commission Mr Montek Singh Ahluwalia regarding application of the RTI Act to PPP projects have been quoted out of context by media. The factual position is, therefore, being clarified through this Press Release.

The Chief Information Commissioner had sent a letter to the Dy. Chairman, Planning Commission suggesting that conditions should be built into every PPP agreement requiring the respective concessionaire to provide information regarding their projects under the RTI Act.

The aforesaid letter of CIC has been referred by the Planning Commission to the Law Ministry for advice regarding the appropriate response. This is because Information Commissions are statutory authorities, and their role and jurisdiction is determined by the RTI Act. Any clarification by the Planning Commission can neither expand nor restrict their role. It is for the Information Commissions to decide, whether and to what extent, the provisions of RTI Act are attracted by the PPP concessionaires. The Deputy Chairman is in favour of full disclosure by public authorities of all relevant aspects of PPPs and performance under them.

It is further clarified that concession agreements are executed by the respective Ministries and not by the Planning Commission. So far as the Planning Commission is concerned, it has published several Model Concession Agreements (MCAs) for PPP projects. These MCAs provide for full disclosure of the Concession Agreement, the Maintenance Manual, the Maintenance Programme and the Maintenance Requirements in respect of each project. Where an MCA is followed, any person can obtain certified copies of these documents from the respective concessionaires.

Secretary of Willingdon Club in Mumbai, who is not clarifying whether
he is a serving officer of the Indian Navy or retired, and is instead
trying to claim that it is nobodys business but his own.

It is my humble submission that this is a serious mis-representation,
and that suitable action be taken by the Indian Navy in this context,
since the rules on how retired Armed Forces officers present
themselves to the public are very clear and known.

Needless to state, misrepresentation by retired officers can and has
led to serious consequences, much reported in the media lately. For
example, here is one not much reported

Grievance Description:It has been observed that bus routes like 727 and other DTC bus routes which used to go right past the domestic and international airport terminals are now diverted to operate far away from the airport terminals. This defeats the very purpose of public transport and larger benefits for society as whole and the rights of the common man in particular. Kindly ensure that public bus services to and from the airport are restored and an enquiry done on who was responsible for diverting these buses away in the first case.

Grievance Description:Bus users and pedestrians and others in Delhi have to face terrible conditions when they get on the road as pedestrians, which are extremely dangerous and life-threatening, and also end up causing a lot of chaos. Please look into this. One solution would be to provide pedestrian crossings at EVERY bus-stop with on-demand traffic lights for pedestrians. This needs to be done on an urgent basis and it is requested that this be implemented as soon as possible.

These are the defects I observe:- +There is no response or way to check status for 30 days on the online platform offered by EPFO. + Time for meeting senior officers of the EPFO is not provided, we are just pushed away from the PRO. + Rejections are done on whimsical grounds and status of despatch of rejection letters is not shown. + Most of all, it appears that EPFO has scant respect for your circular quoted above. My own settlement case is now pending for the 51st day because I refuse to go begging for it. But the larger issue is that the EPFO has no grievance mechanism of any value for citizens. Most of whom are retired people seeking nothing but their own money. This is causing a major loss of faith in money kept with the government, Please, do something, and have the grievance mechanism at the EPFO revived. As of now, it appears to be an exercise in futility.

Grievance Description:The chemist shop at AIIMSc has no cover from weather and elements for dozens of people standing in line outside. On the other hand, a wonderful underground parking lot has been made at the same hospital. Please look into this issue, as even trying to complain to the Office of the Director of AIIMSc is impossible. Patients and their relatives or attendants must please be treated better, and provided shade as well as a system, place to sit while waiting for their turn.

Grievance Description:Receipts for tolls, bus tickets and other taxes paid on highways and roads in India by using thermal printers are often printed on thermal paper, rendering them invisible and useless after a few days. This practice is discontinued in the rest of the civilised world, also because it is now known that this sort of heat sensitive paper and thermal printing is carcinogenic. It is requested that this practice be stopped immediately and receipts be printed on ordinary paper using safer inks or technologies.
